Every Owl Impact report is built from dated, rate-stamped records. Here is what that evidences, in the language of each framework a Welsh funder, commissioner or inspector is likely to ask about.
Public bodies in Wales must show how funded work contributes to the seven wellbeing goals and the five ways of working. Owl Impact records map directly:
| The Act asks | What Owl Impact evidences |
|---|---|
| A more equal Wales · A Wales of cohesive communities | Who was reached and what changed for them — outcome events (signposting, referrals taken up, training started, qualifications) traced to dated records, not survey estimates. |
| A prosperous Wales | Skills and employability outcomes counted per participant code; volunteer and donated professional time costed at published rates. |
| Involvement (way of working) | Distance-travelled measures recorded with the people the work serves, tracked over time — a shift in a measure, never a price. |
| Long term & prevention (ways of working) | Before-and-after change across cohorts and years, aggregated without re-collecting anything. |
| The Act asks | What Owl Impact evidences |
|---|---|
| Socially responsible procurement — contract outcomes reported | A supplier or delivery partner can hand a commissioner session-level and annual reports where every figure carries its rate, source and year. |
| Fair work & community benefit | Staff time beyond funding, volunteer hours and donated professional time each reported under its own lens — side by side, never summed, so nothing is double-counted. |
| The framework asks | What Owl Impact evidences |
|---|---|
| Recognised proxy values, stated sources | Social value hours are costed at the National TOMs volunteering proxy (£16.93/hr, 2022 framework at 2021 prices) — the rate and its source printed on every report. |
| Auditable measurement | Every pound traces to hours logged by the person who did the work, at the moment they did it. |
| Inspection asks | What Owl Impact evidences |
|---|---|
| Community engagement and its impact on learners | An Evidence Partnership report shows a school's whole year of employer and community sessions — reach counted, contribution costed, outcomes dated — ready for an inspection conversation. |
Rates and sources for every figure are published in full on the methodology page. The three lenses — cost, social value, in-kind — are always reported side by side and never combined into one total.
