The North Wales Growth Deal is finally in build mode

For years the North Wales Growth Deal was a plan on paper. Not any more. Ambition North Wales now has six projects in active delivery, representing just over £55m of Growth Deal investment — and the biggest single project of the lot starts construction this year, on Deeside.

Knauf is redeveloping a Tata Steel-owned site into an advanced rock mineral wool factory — £14.397m of Growth Deal funding inside a £180m total investment, with 137 direct long-term jobs and a further 131 indirect roles expected. Final approval came in November 2025, with construction planned to commence during 2026. That means groundworks, civils, steel, M&E and everything in between — much of it subcontracted locally.

Beyond Shotton, the first full construction project — CanfodAU, the Centre of Engineering and Innovation at Wrexham University — is already delivered, and four more business cases from the reserve list are moving through review. Ambition North Wales has said openly that job numbers will rise significantly over the next 12 to 18 months as projects come online — which is another way of saying the construction phase is now.

Why this is a social value story, not just a work story

Every Growth Deal project is public money. That carries two consequences for the firms winning the work.

First, Ambition North Wales publishes its own social value expectations for suppliers — social value is scored and asked about, not optional. Second, since 25 March 2026 the socially responsible procurement duties under the SPPP (Wales) Act have applied to most Welsh public contracts, with community benefit commitments flowing down to subcontracts. If you win a package on a Growth Deal project, the main contractor's community benefit promises become, in part, your delivery problem — and your opportunity.

What an SME contractor should do now

That last point is where most SMEs lose marks. The buyer doesn't doubt you took on an apprentice — they just can't score an anecdote. A logged record with a recognised £ value against it is something an evaluator can actually use, and it's the difference between a social value section that reads as intent and one that reads as evidence.
